French Arms of a Bishop?

Can anyone identify these arms? They have a crosier so I assume they belong to a bishop.

Description:
FWIW, the seller said these belong to the family of "Saint Sulpice (Quercy)"
Bibliographic Details:
Cicero, Epistolarum ad Atticum, Lyon, Morillon 1608. 16mo. Both covers have the same arms. The book also has a bookplate of L. Froissart.
